On the surface, the news that "people from Nokia" were spotted at an Android developer conference isn't that big a deal.

However, the company isn't an official member of the Open Handset Alliance - the body behind Android - and according to TechCrunch, most attendees at the conference had at least one Android application in development.

The obvious implication is that Nokia is either planning to launch its own Android handset, or that one of its divisions plans to launch one or more Android applications.

Of course, attending an Android conference may just have been about keeping an eye on a rival mobile platform, too.

If Nokia did launch an Android handset, it would be welcomed by game developers in Europe, where the company is the leading handset manufacturer.

Meanwhile, the same article suggests that Motorola plans to grow its own Android team to more than 350 people. That's less of a surprise though, since Motorola was one of the founding partners of the OHA.
