New Publishing License policy for games in China

New Publishing License policy for games in China

In China, the government has long been making a strict supervision of the issuance of domestic electronic publications, which increases the publishing cost but intensifies the protection effort of copyright owners, thus avoiding a lot of copyright disputes, to a certain extent.

On June 2, 2016, Chinese State Administration of Press and Publication issued a "Notice on the Administration of Mobile Game Publishing Services".

This clearly states that an "electronic publication must be subject to the application for Publishing License prior to their launch in China".

The latest publishing license policy is to further strengthen the stringency of regulation.

The full name of a Publishing License is the game copyright number or ISBN number, commonly known as: electronic publication number, which is subject to the approval of the provincial (municipal) Press and Publication Administration and the General Administration of Press and Publication, with the usual approval time of 60-90 working days. (CP product preparations for submission for approval and the normal handling state of government departments will affect the time of approval).

Foreign companies and joint venture companies have no eligibility for a publishing license application.

In terms of the application for publishing license, there are strict qualification requirements for applicant units.

Foreign companies and joint venture companies have no eligibility for a publishing license application. Chinese companies having ICP certificates and Internet publishing license are qualified to apply for a publishing license.

In the case of the internet publishing license, there are strict requirements for the number of professionals and the size of the applying enterprises with an application period more than one year. There are few businesses that can meet the qualification requirements on the Publishing License application.

As the leading publisher for overseas games in China, Gamecomb has the complete ICP qualifications and the Internet publishing license, in line with the Chinese government’s requirements on the qualification of Publishing License applicants.

Since the start of the overseas strategy, Gamecomb has cooperated with many famous game companies, such as: Zynga, EA, Rovio and Fireproof Games.

Gamecomb has an internal audit team with over 10 members and makes a pre-audit and review of game content before submission.

Gamecomb has successfully published PvZ: All Star, The Room, Angry Birds Action, etc., and has rich experience in publishing license application.

Gamecomb has established the specialised government department which is dedicated to license application.

In the Publishing License application and handling process, Gamecomb as a communication bridge between CP and the government can provide CP with government requirements of game publication and feedback information in a timely manner.

Gamecomb has an internal audit team consisting of more than 10 members and makes a pre-audit and review of game content before they are submitted for the national audit.

When finding that the game content does not meet the state regulations, the team may make some recommendations for changes to CP, thus reducing the cost of CP modification and ensuring the smooth progress of the Publishing License application.
